Clarksville 79 Riding Club

General Rules

                                                                                    2010

GENERAL RULES

1. All dogs must be kept on a leash while on Clarksville 79 grounds.

2. No running out of the gate.

3. Abuse to horses will not be tolerated. No hitting in front of the girth. No sored horses.

4. Closed toe shoes with heels required when riding on the 79 grounds.

5. Horses are not allowed in "No Ride" zones (in front of the bleachers, entry booth, concession stand, etc.)

6. All Western and Hunt Seat classes are governed by the American Quarter Horse Association. Horses must perform a square trot.

7. All English classes are governed by the National Horse Show Commission. Horses must be gaited.

8. Youth (17 & under) cannot show stallions.

9. A horse can only be shown in one (1) halter class.

10. During speed shows, no loitering in the holding pen. For safety reasons, this area will be for riders in the current class only.

 11.In accordance withTSCA rules, all contestant must wear boots or shoes with western type heels,pants must be below the calves and shirts must have sleeves equivalent to a standard sleeved t0shirt.

 

Age divisions are as follows (Rider can only ride in one age division in a season):

Pony:  12 and under riders riding a pony 52" or under.

Intermediate:  17 and Under riders riding a horse over 52".

Adult: 18 and older riders riding a horse over 52".

 

 

No contestant can ride for points in more then one age group, at the same saddle club, during and official show season year. The only exception for moving out of an age group is when a horse is over 52" and the rider is in the 12 or under. This requires that the rider be placed in the 17 and under age group.

 

 

 

 

 

 

BY-LAWS(Revised February 2009)

 

ARTICLE I

The name of this organization is Clarksville 79 Riding Club and is located on Lake Road, Woodlawn, TN. The Clarksville 79 Riding Club is a non-profit horse club striving to represent the interest of horse riders and enthusiasts on a community level. The club offers shows and programs that follow the rules and regulations set forth by each event. The by-laws that are presented in this document are the governing laws for the stated club. A full body of Officers and Board Members are elected by the members of the club and serve the members by adhering to the needs and desires of its members within the guidelines directed by rules and regulations set forth by the by-laws and authority given as a Tennessee State sanctioned non-profit organization. Any reference to "club" herein shall refer to the Clarksville 79 Riding Club.

 

ARTICLE II

PURPOSE AND OBJECTIVES

Section 1: To promote and cultivate cooperation and friendly relationship within and between the members of this club.

Section 2: To establish a calendar of dates for all riding events to be held during the year.

Section 3: To properly publicize the activities of the club, and in doing so, to stimulate and increase interest in the recreational possibilities in the area.

 

ARTICLE III

 

                                                                                                                            MEMBERSHIP

Section 1: Active membership in this club shall be granted to all persons upon payment of the annual dues.

Section 2: Membership shall run from January 1 to December 31st and is renewable in October of the current year.

Section 3: Individual members shall automatically become affiliated with the Tennessee Saddle Club Association upon payment of annual dues and shall be eligible to qualify for the T.S.C.A. State Show.

ARTICLE IV

                                      MEETINGS

Section 1: The regular annual meeting of the Board of Directors shall be held in November, December and January of each year at such time and place agreed upon by the board members for the purpose of transacting such        business that may come before the board.

Section 2: The by-laws may be amended only at the January meeting of the Board of Directors by a two-thirds vote.

Section 3: The regular annual meeting of the general membership shall be held in February, March and April of each year at such time and place as may be fixed by the officers of the Club.

Section 4: Roberts Rules of Order shall govern the Club in all its proceedings and the action of its Officers and Board Members.

ARTICLE V

                                 OFFICERS AND DIRECTORS

Section 1: The officers of the club shall be elected from the membership and shall consist of President, Vice-President, Secretary and Treasurer. Officer elections shall be held in October of each year.

Section 2:Officers should be members in good standing for at least two consecutive years. The President should be a memeber in good standing for at least two consecutive years and hold a position as an Officer or on the                                     Board of Directors for one of those years. If no Officer or Board memeber wishes to run for President, then any two-year member would be eligeble to run.

Section3: The Board of Directors shall be elected from the membership. Board of Director election shall be held in October of each year. If no Board of Directors are elected,the Board of Directors shall be appointed by the officers of the club. Yhe Board of Directors shall consist of T.S.C.A. Show Secretary and Representative, Maintenance Director and three(3) Volunteer Coordinators. 

Section 4: The Board of Directors shall consist of members in good standing.

ARTICLE VI

                           DUTIES OF THE OFFICERS AND DIRECTORS

Section 1: The general supervision and direction of the affairs of the Clarksville 79 Riding Club between regular meetings shall be vested in the Officers and Board of Directors. They shall audit the Treasurer’s books, and may fill any and all vacancies which may occur among the officers and other positions, and to carry on regular business.

Section 2: It is the duty of all officers and board members to promote new membership and to welcome all participants.

Section 3: President: Shall preside at all meetings of the Clarksville 79 Riding Club and meetings of the Board of Directors, and shall perform all duties of the office. The duties of the President are to oversee the well being of the Clarksville 79 Riding Club. To promote and establish a fun and safe atmosphere for the community and all participants. Direct and advise the club members and participants of rules, within the state regulations, and the club standards. Attend all required State meetings. Ensure communication is open within the officers, board members, and to all club members. Play an active role in the club as participant. Keep abreast of State rules and regulations for all events. To see that board meetings are held regularly and conducted in an orderly fashion. To be available for all decision making procedures. Maintain the schedule for the show dates.

Section 4: Vice-President: Shall act for the President in their absence. The duties of the Vice-President are to oversee the well being of the Clarksville 79 Riding Club. Promote and establish a fun and safe atmosphere for the community and all participants. Assist the President when needed or required. Ensure communication is open within the officers, board members, and to all the club members. Work with all the officers and board members in promoting a solid understanding of duties and responsibilities. Work with the President in making up the show schedule for the year. Step into positions, when needed or ensure there is not a need or a position or job that is not being filled and oversee that responsibility. Attend all board meetings.

Section 5:
Secretary: To ensure proper paperwork is available and current for the well being of the Clarksville 79 Riding Club. Assist in keeping all communications open with other appointed officers and board members and open with the State required personnel. Ensure mailings, to all club members and perspective members are sent and in a timely manner. Maintain a current member list and see that all officers have a copy. Record and maintain the point’s records for all events. Submit points and necessary correspondence to and for the State records. Ensure that showbills are available for each show. Work with other officers in completing the show schedule for the year. Bring to the attention of the other appointed officers and board members and correspondence that needs attention. Attend all board meetings.

Section 6: Treasurer: To oversee the financial well being of the Clarksville 79 Riding Club. Keep and maintain all financial records. Keep all necessary records current. To pay all necessary bills on behalf of the club. Inform at each board meeting the budget status. Take in and distribute funds as needed or required. Ensure the safety of the club’s funds. Keep the President and Vice-President informed at all times of the club’s financial needs or concerns. Oversee the business of the concessions. Assist in making the show schedule for the year. Keep track of and order if necessary all the ribbons and show supplies. Attend all board meetings. See attached Amendment #1

.Section 7:
Board member #1 (T.S.C.A. Show Secretary and Representative): To keep the club in good standing with the Tennessee Saddle Club Association. To attend all TSCA meetings. To work with the necessary club Officers to ensure that dues and paperwork are turned in as requested by the TSCA. To be responsible for the TSCA state show entries. To give any member attending the state show the information they need such as show bills, campsite information and contact telephone numbers. To keep all officers abreast of the rules and regulations of the TSCA. Attend all Board meetings.

Section 8: Board member #2 (Maintenance Director): To maintain all common areas as well as the interior and exterior of the buildings. To make any necessary repairs by own means or by making arrangements for a professional to make the repairs with the approval of the Board. To make sure the grounds are usable and show ready at all times and that repairs are made in a timely fashion. Attend all Board meetings.

Section 9: Board members #3, #4 and #5 (Volunteer Coordinator): To contact members to work all shows and have a sign-up sheet at each show. To maintain a log of hours that have been worked by members and which rider those hours benefit. Attend clean up/work days when possible. Assist officers as needed. Attend all Board meetings.

ARTICLE VII

                                    SHOWS AND AWARDS

Section 1: There shall be at least 2 shows per month – May, June, July, August – for points to qualify for the T.S.C.A. state show.

Section 2: The top 5 placings in each T.S.C.A. approved event will qualify for the T.S.C.A. state show. If any of the top 5 riders opt not to enter, the next in order will be able to enter.

Section 3: All members are eligible for High Point Awards. There will be Class High Point Awards, Age Division High Point Awards, and All Around High Point Awards.

Section 4: There shall be an annual awards banquet to recognize outstanding achievement by club members and to present High Point Awards. The banquet will be held in October, in conjunction with Officer and Board of Director elections. The location and time shall be determined by the club Officers.

 

Support Positions

Concessions: This is a paid position and not a board member. To be responsible entirely for the concessions. To be given start up money from the Treasurer at the beginning of the season and be responsible for making enough money to continue the concessions throughout the season with monies made in sales. To keep records of money spent and profits made. Records expenditures must be readily available for the Treasurer at all times. Be responsible for workers in the concessions for every event. Responsible for all grocery shopping and stocking of bathroom supplies. Responsible for providing a menu that is pleasing to the club members. Notify grounds board member of any repairs that need to be made to concessions building. Responsible for having bathrooms clean and ready for all events. Responsible for a clean work environment and friendly prompt service.

Grounds person: To promote and be responsible for the well being and safety of the grounds for the Clarksville 79 Riding Club. Inspect the grounds for needed care and to ensure the required attention is completed by own means or discussing a situation with the officers. Ensure the grounds are prepared for each show by having the grass mowed, weeded, and sprayed for insects as needed. Ensure that the arena is graded and watered for each show by own means or by making the necessary arrangements to get it done. In the event of poor weather conditions, to inspect the grounds at least 3 hours prior to the start of the show or event and notify the other officers if cancellation is necessary.

Announcer: This is a paid position. Responsible for being at all shows at least 30 minutes prior to the start of the show. Responsible for recording times and tracking results. Responsible for setting up audio equipment and working with officers to set up and test timers. Communicating with the judge will also be required. The announcer will keep the show moving in an orderly fashion. Announcer must notify an officer of the club at least a week prior to a scheduled absence.

High Point Award

Rules and Guidelines

 

2010

 

1.  To qualify for a High Point Award, the rider must be a

   

      Clarksville 79 Riding Club member in good standing.   

     

2.    All High Point Awards are based on a

        one horse/one rider combination.    

      A rider cannot compete against themselves. 

      

3.   There will be three (3) categories with

     

       which awards will be given.

          

a. Class High Point Awards

 

 

b. Age Division High Point Awards

 

    (Pleasure and Speed)

 

 

c. All Around High Point Awards ( Must show in two disciplines)

 

 

 

4. Six(6) shows will count toward high point awards in the Class High Point category, Age Division High Point category and the All Around High Point category for Pleasure and Speed divisions.

5. To qualify for a High Point Award, the rider must work (or have someone work for them) a total of eight (8) hours. If someone works for another rider, that designation must be made at the time the duties are performed. It is the responsibility of the worker to confirm that their hours are recorded properly at each show.

 

6. High Point Award Categories

     a. Class High Point Awards

        i. Horse and Rider must show in at least three (3) shows and work 8 hours toqualify for Class High Point Awards..

        ii. High Point Awards will be awarded in each class.

     b. Age Division High Point Awards

       i. Horse and Rider must show in at least three (3) shows and three (3) classes and work 8 hoursnto qualify for Age Division High Point Awards.

       ii. High Point Awards will be awarded in each Age Division.

       iii. There are 6 age divisions for award purposes:

                 Pony Pleasure

                 Pony Speed          

                 17 and under Pleasure

                 17 and under Speed

                 Adult Pleasure

                 Adult Speed

        iv. The horse and rider combination with the most points in each age division will receive an Age Division High Point Award. 

              Rider can only ride in one age division all season.  

        v. Only five (5) classes will be counted toward age division award.

  c. All Around High Point Award

        i. There will be three All Around High Point Awards, Pony, 17 and Under and Adult.

       ii. Horse and Rider must show in at least two disciplines and three shows. Gaited horse and rider combination may count the following as a 2nd discipline: Trail, Horsemanship/Equitation or any Speed class. 

7. Points will be awarded as follows:

8. To get full points there must be at least 5 participants in the class. If there are less than 5, points will be awarded accordingly. Example – If there are 3 horses in the class, 1st place receives 3 points, 2nd place receives 2 points and 3rd place receives 1 point.

9. Members will only receive points for the place they are awarded. If a non-member is in the top five, points will not be awarded for that place.
